EDUCATING IN THE FACE OF BUDGET CUTS
Districts across Oregon are facing tough decisions as they watch their budgets shrink and the needs of their students grow. Making cuts is never an easy task for a school district, so we asked a few to share their stories with us. We hope that these stories demonstrate both the seriousness of the financial struggles and the innovation of each district to protect students from the brunt of the budget cuts.
Sherwood School District
- Total loss of revenue to Sherwood is $2.5 million
- No loss of staff
- No loss of school days
- No loss of programs
- Voluntary pay reductions by all certified, classified, confidential and administrative staff resulted in savings of approximately $1.1 million
- We deployed $1.4 million in local Sherwood School District reserves
- District continues to maintain an A-1 rating by Moody's
The Sherwood School District continues to follow an extremely conservative fiscal path. As the fastest growing district in Oregon, Board and Budget Committee members have maintained a multi-year commitment to establish substantial reserves above and beyond the Oregon Rainy Day Fund. Oregon's funding formula does not provide adequate resources to offset local costs for new school construction; as a consequence, District leaders have managed very lean personnel and non-personnel costs for several years.
Class sizes in Sherwood continue to remain high. Actual elementary staff to pupil ratios for 2009-2010 are 25.5 to 1. Secondary ratios are 25 to 1. Both numbers are slightly higher than in years past. The district projected enrollment growth for this extremely difficult year at 3%; our actual growth rate is closer to 6% with an increase of 250 students over last year. The District's financial challenges will continue to be driven by providing for unprecedented growth and a volatile state funding mechanism.
